2025 Community Awards Finalists Announced

The Winterville Community Awards celebrate individuals, businesses, and organizations that make Winterville a stronger, more vibrant community. Awards recognize excellence, service, and community impact across seven categories: Business of the Year, Favorite New Business, Citizen of the Year, Volunteer of the Year, Teacher of the Year, Public Servant of the Year, and Favorite Spot to Shop.

Thanks to the thoughtful submissions from our members and community, we’re excited to introduce this year’s finalists! After reading their bios, cast your vote for the nominees who you feel deserve each title. Voting is open to all, so spread the word and encourage others to participate!

Business of the Year

    Marabella Old World Pizza bring authentic Italian-New York style pizza to the heart of Winterville, as well as several locations across Pitt and Pender County. With roots tracing back over 80 years to a Sicilian bakery founded by Salvatore Amato, the Marabella brand is now operated by his descendants – Nino and his sons Salvatore, Pietro, and Massimo – who continue the tradition of artisan dough, fresh sauces, and cheeses made daily. Marbella Winterville offers a wide selection of hand-crafted pizzas including Old World specialties, New York style and pan crusts, along with pasta, subs, salads, and delicious appetizers. Phoenix Sign Pros has consistently lent their expertise to local initiatives, contributing both skilled work and hands-on assistance to ensure events are well-presented and professionally executed. Their willingness to step in, solve problems, and elevate community projects speaks to their service-oriented mindset and strong local values.

Citizen of the Year

  • John Relford
    Born in Tennessee in 1939, John joined the U.S. Army at just 16 years old and went on to build an extraordinary 26-year military career. He completed three tours in Germany, one tour in Korea, and two tours in Vietnam, where he was awarded the Bronze Star for his exemplary service. Over the course of his career he achieved the rank of 1st Sergeant and worked on the Pershing Missile Program, a critical element of U.S. Cold War defense strategy.
    After retiring from the Army, John continued serving the next generation by teaching JROTC at North Pitt High School, where he was named Teacher of the Year. He taught at North Pitt for roughly ten years before beginning his second federal career at the Voice of America (VOA), the United States’ international broadcasting service. He retired from VOA around 2006.
    John’s dedication to his community has been just as impactful as his professional life. He played a key role in the renovation of the Winterville Train Depot, helping preserve a piece of the town’s history for future generations. Today, he remains an active member of the Winterville Historical Society and continues to demonstrate his commitment to service through his involvement at Parker’s Chapel Free Will Baptist Church, as well as previous involvement in other churches. He also served on the Winterville Parks & Rec Advisory Board for almost two decades.
  • Willard Joyner
    Willard Joyner has spent nearly 30 years transforming lives across Eastern North Carolina through his remarkable service and unwavering faith. A longtime member of Winterville Baptist Church, Willard founded the church’s Handicap Ramp Ministry in 1996 with a simple mission: to be “the hands and feet of Jesus” for those in need.
    Since then, his leadership has guided volunteers in building more than 325 wheelchair ramps for residents in Pitt, Beaufort, Wilson, Greene, and Craven counties—helping individuals of all ages regain safety, dignity, and independence. Willard personally designs each ramp, purchases materials, pre-builds sections with volunteers, and oversees installations that often take only a few hours under his direction. He is known for responding quickly when families call, offering not just labor, but compassion, prayer, and encouragement.
    Even while facing personal health challenges, Willard has continued to lead with extraordinary energy, humility, and a heart for serving others. His lifelong commitment to lifting up his neighbors has earned him profound respect throughout the community—including formal recognition in the United States Congressional Record by Congressman Gregory F. Murphy for his outstanding devotion to Eastern North Carolina.
    Willard’s quiet, consistent service has changed hundreds of lives “one ramp at a time,” and the impact of his ministry continues to reach far beyond Winterville.
  • Thomas Quigley
    Thomas is a true servant leader whose compassion and commitment to improving the lives of others have made a lasting impact on the people of Pitt County and beyond. As the driving force behind the Joy Community Center in Greenville, Thomas works tirelessly to uplift those in need. Under his leadership, the center provides free meals throughout the week, ensuring that no one in the community goes hungry. Recognizing that dignity is as essential as nourishment, he also established a shower facility where individuals can sign up for the opportunity to get clean and feel refreshed — something many of us take for granted. Thomas’s vision for holistic community care led him to create and open a free medical and dental clinic within the soup kitchen, expanding the center’s reach to meet critical health needs. His ability to see possibilities where others see obstacles continues to transform lives. To sustain these vital programs, Thomas organizes cooking classes as fundraisers, inviting community members to learn, connect, and contribute to a worthy cause. True to his inclusive spirit, he charges only a reasonable fee so that participation is accessible to all. Beyond his daily efforts, Thomas is known for his unwavering commitment to connection. If someone comes to him in need of help he cannot directly provide, he takes the time to personally connect them with other local services and organizations. His selflessness, compassion, and resourcefulness make him a trusted pillar of hope in the community. Thomas leads by example – with humility, integrity, and a genuine heart for service. His vision for a kinder, more connected community is not just an idea; it’s something he builds every single day through his actions. His tireless dedication has not only enhanced lives but also inspired others to give, serve, and believe in the power of community.

Volunteer of the Year

  • Melanie Sartore-Baldwin
    Melanie Sartore-Baldwin has made a meaningful and sustained impact in our region through her leadership of the Mutt Strutters program, which connects volunteers and East Carolina University students with shelter dogs for regular walks to improve their socialization and increase adoption opportunities. Beginning with a fitness-walking class for students, she has expanded it into a full-fledged community service-learning model that supports animals while engaging volunteers and the wider community. Under Melanie’s guidance, the Mutt Strutters program has helped decrease euthanasia rates and increase adoption rates at the shelter. They’ve just celebrated their 10 year anniversary. She brings together academic insight, the energy of university students, and the heart of community volunteers – creating a bridge between campus and community, people and pets. Melanie’s work represents the kind of volunteerism that brings people together and strengthens our community from multiple angles: human wellness, animal welfare, education, and service.
  • April Kelly
    April Kelly is a driven entrepreneur and an engaged community volunteer whose impact extends far beyond her business ventures. As founder and CEO of Tavi (formerly known as Sure!), she has shown determination, innovation, and strong leadership. In the community, April has generously volunteered her time and expertise to support local initiatives, helping to drive awareness, participation, and goodwill. Her hands-on involvement and “roll up your sleeves” mindset set her apart as someone who doesn’t just show up – she contributes in meaningful ways. Whether she’s offering mentorship, lending resources, or collaborating with others to bring ideas to life, April’s efforts reflect a commitment to making a difference. Her blend of entrepreneurial spirit, community focus, and willingness to serve make her a standout nominee for Volunteer of the Year.
  • Jesse Riggs
    Jesse Riggs has become Winterville’s unofficial memory keeper – anyone who wants to know the story of our town turns to him. As town historian and longtime volunteer with the Winterville Historical & Arts Society (WHAS), he’s consistently offered his time, expertise and steady support to help preserve our community’s heritage. Over the years, Jesse has stepped up as a reliable and steady helping hand: whether delivering a presentation on the town’s 125th anniversary, serving in leadership with WHAS, or assisting with research and documentation of Winterville’s historic sites, his service has quietly made a big difference. His work helps ensure that our past remains accessible, meaningful and integrated into our present.

Public Servant of the Year

  • Chief Williams
    Chief Williams has served as the Chief of Police for the Town of Winterville since May 2024. With over a decade of experience in law enforcement, including four years with the Tarboro Police Department, Chief Williams brings a wealth of knowledge and dedication to his role. A U.S. Army veteran with more than 20 years of service, Chief Williams holds a master’s degree in Criminal Justice from Columbia Southern University. His leadership is characterized by a commitment to community engagement and collaborative problem-solving, emphasizing that the safety and welfare of Winterville’s citizens are the department’s top priorities. Under his guidance, the Winterville Police Department strives to maintain a high standard of professionalism and respect, aiming to serve as a model for the region. Chief Williams believes in building trust through positive interactions and community involvement, ensuring that every resident plays a role in the town’s success.
  • Johnny Moye
    Since being elected to the Winterville Town Council in 2007, Johnny Moye has consistently served the citizens of Winterville, North Carolina with dedication, integrity and a deep-rooted sense of community. In his role as Mayor Pro Tem, he leads when the Mayor is unavailable and works collaboratively to shape sound policy for the town. A native of Greenville and longtime Winterville resident, Johnny brings a wealth of life and work experience to his public service. He graduated from Greene Central High School, earned an associate degree from Lenoir Community College, and spent many years as an electrician and lineman – first at DuPont and later working for the State of North Carolina. He also served as a volunteer firefighter and has remained committed to public safety and local engagement. Through his tenure he has built strong relationships across town departments, community organizations and the business sector – and his steady leadership has been a cornerstone in Winterville’s evolution.
  • Diane White
    Diane White’s journey with the Town of Winterville Parks & Recreation Department came full circle when she returned as Director in 2023, after first interning with the department back in 2003. Over the years she built a career in Pitt County Community Schools and Recreation, then served as Director in the neighboring town of Farmville for two and a half years before rejoining Winterville.
    As Director, Diane leads with creativity and collaboration. Under her guidance, the Parks & Rec department was recently featured by the North Carolina Recreation & Park Association in its magazine – highlighting how Winterville is re‑thinking what parks and recreation can mean, and how the department works hand‑in‑hand with the community.
    She is widely respected for her supportive and people‑focused leadership. Diane fosters strong family-like relationship with her team, celebrates birthdays and always acknowledges contributions, and makes sure her team and other departments feel valued. She is always ready to lend a hand and encourages collaboration across the Town – from the Chamber of Commerce and Watermelon Festival to other municipal departments and local organizations.

Teacher of the Year

  • Ashley Lozner – Second Grade
    Ms. Ashley Lozner teaches second grade at Wintergreen Elementary School and is recognized for an outstanding ability to meet each student at their individual level and help propel them toward their full potential. Her belief is simple yet powerful: “If a child knows that you love and respect them, you can meet them where they are educationally and inspire them to push their limits.” With 15 years under her belt teaching second grade at Wintergreen and additional experience in first grade in Charlotte, Ashley brings both deep expertise and a heart-centered approach to education. She begins each year by telling her students, “We are a family. We are here to take care of each other, build each other up and cheer each other on.”
  • Mr. William Dent
    Mr. William Dent – Assistant Principal at WH Robinson Elementary School – is the embodiment of dedication, kindness, and excellence in educational leadership. His dedication to the students of WHR is unmatched. He is patient and kind, and always goes the extra mile for our students and staff. Our school does not run without Mr. Dent!” Mr. Dent consistently shows up for both students and staff. He builds trust through his calm presence and steady support. Whether dealing with classroom issues, student encouragement, or staff needs, he brings a servant-heart mindset and unwavering commitment. His influence resonates throughout the school – from the hallways to the classrooms -creating an environment where students feel valued and capable, and staff feel supported and empowered.
  • Mrs. Britni Gresham
    Mrs. Britni Gresham of Ridgewood Elementary School exemplifies dedication, compassion, and excellence in every aspect of her work. She builds strong, intentional relationships with her students and their families, ensuring that each child feels supported and understood.
    Her commitment extends far beyond the classroom. Mrs. Gresham invests countless hours coaching Science Olympiad and Robotics, fostering curiosity, teamwork, and a love of learning among her students. Known for her kindness and servant-hearted approach, she consistently meets students and families where they are, helping them grow academically and personally.

Favorite New Business

  • Burrito Shak
    Burrito Shak of Winterville has quickly become a favorite new lunch spot in town! This fast-casual restaurant brings a taste of Baja with fresh tacos, burritos, hearty nachos, and crisp salads, offering something new to try with every visit. With a laid-back, coastal-inspired atmosphere and convenient online ordering for pickup and delivery, Burrito Shak makes enjoying a delicious meal easy for everyone. Their kid-friendly menu ensures that dining out is simple for the whole family. Founded in Hampstead, NC, in 2015, Burrito Shak quickly built a loyal following and expanded through franchising. Today, the brand has 14 locations across North Carolina and one in Arizona, with more on the way. The Winterville location is owned and operated by a dedicated team with deep ties to the brand – Chase Riker, one of the very first Burrito Shak employees, worked his way up from the original location to co-own and operate multiple restaurants. Located in the new Lowe’s Foods Shopping Center off S. Memorial Drive, Burrito Shak is open seven days a week from 11:00 AM to 9:00 PM.     This brand new brick & mortar has been catering in the area for 2 years now, and teasing the public with delicious food while doing so. Newly opened in October of 2025 and already a favorite spot by many. Selling out of bread, cannoli, and other beloved desserts and treats within hours of opening. Owner Tom Quigley brings his culinary skills crafted in Boston down to the South here in ENC to bless as all with his abilities.
  • Glo MedSpa
    Bringing over 20 years of expertise from their flagship Wilmington location and now bringing it to Winterville as of April this year, Glo Medspa offers top-tier aesthetic and wellness services right here in Winterville Conveniently located in the new Lowe’s Foods Shopping Center, Glo Medspa makes self-care easy with complimentary consultations, student specials, and extended hours. The shop brings together a relaxed coffee bar and a selection of over 40 creator’s handmade and locally sourced products in the shelves, making it an easy place to browse, pick up a gift, or introduce someone to the community. Owners Toni and Lee Biscardi have created a space where people feel comfortable dropping in, staying for a bit, and supporting local makers along the way.
